Technical Program Manager

We are looking for an experienced Technical Program Manager to drive the planning, execution, governance, and delivery of multiple technology initiatives within the GDA. The role will work closely with Product Management, Engineering, Delivery Leads, and cross-functional stakeholders to ensure that prioritized initiatives are executed effectively, dependencies are proactively managed, and delivery commitments are met.

The ideal candidate should have strong experience in technical program/project management, Agile methodologies, Jira, roadmap management, stakeholder management, and engineering delivery governance. The candidate should be comfortable working in a fast-paced, matrixed environment and possess the ability to engage effectively with both technical and business stakeholders.

Core In-Scope Responsibilities

• Execution & Governance: Drive cross-functional execution between Engineering and Product Management within GDA.
• Prioritization & Compliance: Ensure only prioritized projects are worked on (barring formal exceptions) and verify that PRDs or epics are signed off by delivery teams before work begins.
• Roadmap & Dependency Management: Support roadmaps jointly owned by PMs and delivery leads. Identify and explicitly state dependencies upfront, or provide strong explanations for those identified mid-stream.
• Jira Administration: Manage project setups, boards, sprints, and relevant artifacts.
• Communication & Liaison: Act as the primary liaison between GDA and other teams to track dependencies and provide timelines.
• Relationship Building: Develop strong rapport with product managers and engineering leads.
  
  

Key Deliverables

• Agile Ceremonies: Facilitate scrum meetings, grooming sessions, and retrospectives.
• Reporting: Publish engineering velocity and capacity utilization bi-weekly.
• Leadership Updates: Provide bi-weekly sprint completion reports to GDA leadership and conduct Monthly Operating Reviews (MORs) using Jira.
