Urban Planner

Role Overview:

Provide hands-on urban-planning and technical scrutiny support to UPAVP, with a focus on reviewing building plans/maps, checking planning compliance, documenting deficiencies and coordinating with relevant stakeholders to facilitate timely processing of applications.

Key Responsibilities:

- Examine building plans/maps and supporting documents received by the Office of the Housing Commissioner.

- Assist in checking proposals against the Uttar Pradesh Building Bye-Laws, 2025, relevant Master Plans, Zonal Regulations, Development Control Regulations and other applicable planning norms.

- Identify and document missing information, technical deficiencies, deviations and issues requiring clarification or further review.

- Prepare clear scrutiny notes and reports, identifying the relevant drawing, issue, applicable planning requirement and action needed wherever possible.

- Support application processing through FASTPAS using authorized UPAVP credentials and follow the prescribed procedure for routing, clarification, approval or rejection.

- Maintain digital records and trackers for applications, scrutiny findings, resubmissions, clarifications and status updates.

- Coordinate with field offices, architects, planning consultants and other stakeholders to resolve technical questions and obtain additional information.

- Contribute to daily, weekly and monthly reports on application volumes, pendency, processing status and recurring issues.

- Support the Senior Urban Planner/Team Leader in improving consistency of scrutiny, documentation and reporting.

- Undertake related planning and technical assignments as required by UPAVP.

Essential Qualifications and Experience:

- Graduate or postgraduate degree in Urban Planning, City Planning, Regional Planning, Town Planning, Architecture or a closely related discipline from a recognized institution.

- 6 - 10 years of relevant experience in urban planning, development control, building-plan scrutiny, planning approvals or related work.

- Practical understanding of building bye-laws, master plans, zoning and development-control regulations.

- Experience reviewing technical drawings and preparing structured technical notes or reports.

Technical and Professional Competencies:

- Ability to interpret site plans, layout plans, floor plans and other planning drawings.

- Working knowledge of CAD/drawing-review software and MS Office or equivalent tools.

- Strong analytical skills, accuracy and attention to detail.

- Clear written communication and effective coordination with applicants, consultants and government offices.

- Ability to maintain application trackers and digital records.

Preferred:

- Experience with FASTPAS or another online building-plan approval system.

- Experience in a development authority, housing board, urban local body, planning consultancy or government project.

Expected Outputs / Deliverables:

- Building-plan scrutiny notes and deficiency/deviation reports.

- Updated application and clarification trackers.

- Periodic status inputs for management reporting.

- Documented follow-up with relevant offices and stakeholders on pending technical issues.
