About this role
TECHNICAL LEAD - GOVERNMENT INITIATIVES
Experience- 10+ years
Location- Bhubaneswar; district travel required
Team leadership- 10+ engineers / cross-functional contributors
Work pattern- Approx. 1 week per month in field; 3 weeks in office
Role Overview
We seek a hands-on Technical Lead who can architect, build, and deliver reliable healthcare platforms while leading a team of 10+ people. The role owns technical execution end to end, serves as a primary technology point of contact for government initiatives, and works directly with field teams and government stakeholders to translate operational needs into scalable products.
Key Responsibilities
- Own architecture, design, coding, reviews, testing, deployment, and production support for government healthcare technology programs.
- Lead and mentor 10+ engineers; set priorities, delivery plans, engineering standards, sprint discipline, and accountability for outcomes.
- Build secure, scalable backend services and APIs using Java, Spring Boot, MySQL, MongoDB, and event-driven patterns with Kafka.
- Guide development of web and mobile applications using ReactJS and React Native; collaborate across frontend, backend, QA, DevOps, and product teams.
- Own GCP-based cloud architecture, CI/CD, monitoring, observability, reliability, cost optimization, and incident response.
- Translate government requirements, policies, contracts, and service-level agreements (SLAs) into delivery plans, controls, measurable KPIs, and documentation.
- Apply ABDM concepts and interoperability standards, including ABHA, health records, consent-based exchange, and FHIR-aligned integrations as relevant.
- Visit districts and field locations approximately one week per month; work with frontline teams to identify usability, connectivity, adoption, and operational challenges.
- Engage professionally with government officials, implementation partners, and internal business leaders; manage reviews, escalations, risks, and stakeholder expectations.
- Ensure security, privacy, auditability, accessibility, and quality in sensitive healthcare workflows; coordinate incident resolution and corrective actions.
- Drive product simplification, automation, adoption, and measurable operational impact rather than feature delivery alone.
Required Qualifications & Technical Skills
- 10+ years of software engineering experience, including significant hands-on product development and technical leadership.
- Strong Java and Spring Boot expertise; experience designing REST APIs, microservices, integrations, and distributed systems.
- Production experience with MySQL and MongoDB, including schema design, performance, reliability, and data integrity.
- Working proficiency with ReactJS and React Native, with the ability to review architecture and guide implementation.
- Hands-on experience with Google Cloud Platform (GCP), cloud deployment, security, scaling, and operational monitoring.
- Experience with Apache Kafka or comparable asynchronous messaging and event-driven architecture.
- Proven ability to lead teams of 10+ engineers and personally troubleshoot complex production or integration issues.
- Strong understanding of ABDM ecosystem, healthcare interoperability, FHIR, and integration workflows.
- Ability to work within government policies, procurement/project governance, SLA commitments, documentation, and reporting expectations.
- Excellent communication, stakeholder management, decision-making, and problem-solving skills; comfortable engaging senior government officials.
- Willingness to travel to districts regularly and collaborate directly with field staff; availability to join within 30 days.
Preferred Experience
- Experience implementing healthcare, public-sector, digital health, or large-scale citizen service platforms in India.
- Exposure to ABDM integration modules, consent workflows, health information exchange, and healthcare data security.
- Experience with low-bandwidth/offline-first applications, multilingual user journeys, and field adoption programs.
- Experience managing vendor integrations, government UAT, production go-lives, and multi-stakeholder escalations.
Success Measures
- On-time delivery against agreed milestones and government SLAs, with transparent status and risk management.
- Stable, secure production systems with measurable uptime, defect reduction, and incident resolution.
- Adoption by frontline users and improved workflow efficiency in district operations.
- Engineering quality, team effectiveness, cost-conscious architecture, and demonstrable program outcomes.
What We Value
Ownership, a builder mindset, sound engineering judgment, calm stakeholder engagement, a willingness to work in the field, and a relentless focus on simplifying healthcare delivery. Compensation: Competitive, aligned with experience and internal approval.
