Educational Qualification: Bachelor's Degree: BE / B.Tech (in IT, CS, or Electronics) or MCA along with MBA/PGDM or equivalent, recognized by or under the regulations of the relevant regulatory body, obtained upon successful completion of studies (excluding studies in distance education mode) as a regularly enrolled student; in respect of degrees awarded abroad, the candidate should submit relevant details establishing equivalence with the above qualification, and the decision of the Selection Committee regarding the acceptability of such qualification as equivalent shall be final.

Experience:

• Minimum 10+ years of overall IT industry experience
• Minimum 8 years' experience in appraising, reviewing, or authoring DPRs, technical/financial proposals, or feasibility reports for state/central government IT/e-governance projects.
• Demonstrated experience evaluating RFP/RFQ responses, vendor proposals, and bid documents.
• Working knowledge of government procurement processes (GFR/state procurement rules) is preferred.
• Should be excellent in written and verbal communication skills in English and Hindi.

Desirable:

• Leadership and teamwork: experience of successfully building and leading a team.
• Exposure to multiple e-governance domains/programs and multi-stakeholder government projects.
• Communication skills: proficient in both written and oral communication in English and Hindi.

Responsibility Summary:

Chhattisgarh Infotech Promotion Society, Government of Chhattisgarh invites applications for the position of Technical Advisor under CG AI Mission Project. CHiPS executes multiple state IT, e-governance, and infrastructure projects across Chhattisgarh, requiring rigorous appraisal of Detailed Project Reports (DPRs) and vendor/technical proposals before they are placed before the competent authority. For this purpose, CHiPS intends to engage a Technical Advisor to appraise DPRs, proposals, and bid documents across ongoing and upcoming state IT initiatives.

The Technical Advisor position shall thus consider the required output and include all further incidental activities that may be necessary for efficient and successful implementation and for achieving the ultimate purpose of the assignment.

The Scope of Work to be undertaken by the Technical Advisor is given hereinafter and is merely illustrative and not exhaustive. The proposed engagement will primarily consist of the following:

• Appraisal and vetting of Detailed Project Reports (DPRs) submitted by implementing agencies, PMUs, or vendors
• Technical and financial evaluation of proposals, RFP/RFQ responses,

and bid documents

• Preparation of appraisal notes, comparative statements, and recommendations for the Procurement Committee/competent authority
• Coordination with technical, finance, and legal teams for proposal finalization and contracting
• Tracking DPR/proposal pipeline status and flagging gaps or compliance issues to senior management
• Advise on India AI Mission, MeitY and NIC technical standards and their application in the State context.
• Support the Technical Advisor Committee (TAC) secretarial coordinator with technical framing of agenda items (without duplicating TAC's own expert membership).
