• Lead and facilitate business discovery workshops and stakeholder interviews to understand business processes, challenges, and objectives.
• Elicit, analyze, validate, and document functional and non-functional business requirements.
• Develop high-quality Business Requirements Documents (BRDs), Functional Design Documents (FDDs), user stories, process flows, use cases, and acceptance criteria.
• Work closely with business stakeholders, product owners, architects, developers, QA teams, and project managers to ensure requirements are clearly understood and implemented.
• Support backlog creation, prioritization, refinement, and grooming in collaboration with Product Owners and Scrum teams.
• Translate complex business needs into actionable user stories and functional specifications.
• Participate in sprint planning, reviews, and UAT activities, ensuring delivered functionality aligns with business expectations.
• Identify requirement gaps, dependencies, risks, and opportunities for process improvement.
• Maintain documentation throughout the project lifecycle and ensure traceability between requirements and delivered functionality.

• Bachelor's degree in Business, Information Systems, Computer Science, or a related field.
• 4–6 years of experience as a Software Business Analyst on enterprise software implementation or modernization projects.
• Excellent written, verbal, and presentation communication skills.
• Proven experience leading discovery sessions and stakeholder workshops.
• Strong experience documenting business and functional requirements.
• Experience working in Agile/Scrum environments.
• Hands-on experience managing and refining product backlogs.
• Proficiency with Azure DevOps (ADO), Jira, or similar Agile lifecycle management tools.
• Strong analytical, problem-solving, and facilitation skills.
• Ability to manage multiple stakeholders and priorities in a fast-paced environment.

• Experience working with State or Federal public sector agencies.
• Experience supporting Medicaid eligibility, Medicaid Management Information Systems (MMIS), Integrated Eligibility Systems (IES), or other Health and Human Services programs.
• Experience with one or more government benefit programs, including:
  • Medicaid
  • SNAP
  • TANF
  • Child Care Assistance
  • Child Welfare
  • Unemployment Insurance
• Understanding of government business processes, regulations, and compliance requirements.
• Experience with process modeling tools such as Figma, Visio or Lucidchart is a plus.
