About the Role:

The Senior Proposal Writer, Canadian Public Sector & VOR Contracts will play a pivotal role in driving revenue growth and market expansion across Cynet Health Canada and Cynet Systems Canada. Reporting to proposal leadership, this individual will own end-to-end proposal operations for Canadian federal, provincial, municipal, and Crown corporation procurements, with a primary focus on qualifying, securing, and managing Vendor of Record (VOR) arrangements and Supply Arrangements (SAs).

This position requires a strategic, detail-oriented procurement professional who possesses deep familiarity with Canadian public-sector buying frameworks (e.g., PSPC, Ontario VOR, B.C. Bid, MERX), thrives in high-volume task-order environments, and excels at bridging proposal management with post-award delivery execution.

Key Responsibilities:

VOR Sourcing, Qualification & Capture

• In collaboration with the pre-sales team, monitor, identify, and evaluate public-sector contracting opportunities across Canadian procurement portals (e.g., CanadaBuys/PSPC, MERX, B.C. Bid, Ontario Tenders Portal, local municipal systems).
• Qualify Vendor of Record (VOR), Request for Supply Arrangements (SA), and Standing Offer (SO) opportunities against company capabilities, past performance, and revenue targets.
• Lead Go/No-Go qualification reviews with executive leadership, presenting opportunity intelligence, compliance risks, resource requirements, and competitive considerations.

Proposal Management & Bid Execution

• Lead the end-to-end development, writing, and submission of compliant, high-scoring technical and commercial proposals for both Cynet Health Canada and Cynet Systems Canada.
• Partner cross-functionally with Recruitment, Delivery, Finance, and Executive Leadership to build candidate pipelines, compliant pricing models, and narrative responses tailored to Canadian public-sector requirements.
• Ensure absolute compliance with Canadian procurement standards, including mandatory bilingual requirements (where applicable), accessibility standards (AODA), security clearance frameworks (CISD/PSPC), and provincial labour regulations.

Post-Award VOR Management & Task Order Coordination

• Serve as the primary operational link between awarded VOR agreements and internal delivery teams upon contract award.
• Actively monitor and track incoming Requests for Resources (RFRs), Secondary Competitions, and Task Orders issued under active VORs and Supply Arrangements.
• Review and triage incoming Task Orders/RFRs, establish turnaround timelines, and coordinate with recruitment delivery pods to ensure rapid submission of fully vetted, cleared, and compliant candidate profiles within client SLAs.
• Maintain active VOR contract documentation, track option-year renewals, monitor spend caps, and prepare recurring usage reports for client contract managers and internal leadership.

Process Improvement & Repository Management

• Build and maintain a centralised repository of Canadian-specific boilerplate content, past performance summaries, case studies, corporate credentials, and compliant resume templates.
• Establish standard operating procedures (SOPs) for rapid-response task order workflows to maximise submission speed and win rates.

Qualifications

• Education: Bachelor's degree in Business Administration, Communications, Public Administration, English, or a related field (or equivalent work experience).
• Experience: 3+ years of experience leading proposal efforts and managing public-sector bids within Canada, ideally within the staffing, contingent workforce, healthcare, or IT services industries.
• Domain Knowledge: Proven track record winning and managing Canadian Vendor of Record (VOR) contracts, Supply Arrangements (SAs), or Standing Offers (SOs) across provincial (e.g., Ontario, BC, Alberta) or federal (PSPC/ProServices/TBIPS/THS) procurement frameworks.
• Technical Skills: Advanced proficiency in Microsoft Office Suite (Word, Excel, PowerPoint) and Adobe Acrobat. Experience with procurement portals (MERX, CanadaBuys) and ATS/CRM systems (CEIPAL, JobDiva, Bullhorn) is a strong plus.
• Process Discipline: Exceptional project management skills with a demonstrated ability to manage multiple complex proposals, RFRs, and strict submission deadlines simultaneously.
• Soft Skills: Outstanding written and verbal communication skills; strong interpersonal skills to drive cross-functional alignment across remote, matrixed recruitment and delivery teams.
