Senior Director, Strategic Information/Monitoring, Evaluation and Learning (SI/MEL), Health Programs

This position is listed on behalf of a partner company, who manages all applications and next steps. Our partner is looking for a Senior Director, Strategic Information/Monitoring, Evaluation and Learning (SI/MEL), Health Programs based in the United States.

This senior leadership role provides strategic and technical direction for SI/MEL across a complex portfolio of global health programs. You will shape data, monitoring, evaluation, analytics, surveillance, and learning strategies that influence major public health and development outcomes. The position combines portfolio leadership, technical quality assurance, organizational strategy, and innovation. You will strengthen data governance, interoperability, digital health systems, and evidence-based decision-making across diverse programs and country contexts. Working with senior leaders, project teams, donors, and partners, you will establish standards and promote consistency, learning, and continuous improvement. The role also offers significant influence over talent, resources, partnerships, business development, and technical strategy. Accountabilities:: Provide strategic and technical leadership for strategic information, monitoring, evaluation, learning, surveillance, analytics, and data systems across a portfolio of Health Programs.

Establish and continuously refine portfolio-wide SI/MEL frameworks, methodologies, tools, technical standards, and quality assurance approaches.

Oversee SI/MEL implementation across multiple projects, ensuring data is timely, accurate, actionable, comparable, and aligned with organizational and donor requirements.

Resolve complex methodological and measurement challenges across awards, including inconsistent indicator definitions, non-comparable denominators, data-quality gaps, and evaluation design trade-offs.

Strengthen institutional data governance, interoperability, and integration across platforms and systems, including DHIS2, electronic medical records, logistics management systems, and custom databases.

Ensure project data systems support donor reporting requirements and enable effective programmatic decision-making at project, country, portfolio, and organizational levels.

Analyze project performance, indicator trends, data quality assessments, and portfolio-level results to identify risks, opportunities, and areas for improvement.

Provide actionable recommendations and innovative SI/MEL solutions to improve program effectiveness, efficiency, and long-term impact.

Serve as a senior technical advisor to project leadership, SI/MEL directors and advisors, headquarters management, and other technical stakeholders.

Provide technical guidance on surveillance, data use, epidemic control, global health security, infectious diseases, HIV, tuberculosis, maternal and child health, malaria, antimicrobial resistance, and health systems strengthening.

Build relationships with internal teams, donors, implementing partners, and external stakeholders to facilitate evidence sharing, knowledge exchange, and collaboration.

Promote organizational learning by synthesizing lessons learned, disseminating best practices, and contributing to publications, conferences, proposals, and thought leadership.

Support business development and proposal development by contributing SI/MEL technical strategies, results frameworks, and relevant written sections.

Build the capacity of technical teams and local partners in data management, visualization, analytics, and evidence-based decision-making.

Lead and develop a team of experienced technical professionals, including supervision, performance management, professional development, and resource planning.

Provide matrixed technical oversight to project-level SI/MEL leaders, establishing technical expectations and contributing to performance reviews in collaboration with their administrative managers.

Advise on SI/MEL staffing structures, recruitment, onboarding, capacity requirements, and specialist or surge support across the portfolio.

Manage resources, budgets, risks, and stakeholder priorities while maintaining high standards of technical and programmatic quality.

Where assigned to a specific bilateral award or requested by a global project, provide direct oversight of SI/MEL activities, including work plans, performance monitoring plans, and periodic reporting.

Drive innovation, continuous improvement, and the adoption of best practices that strengthen organizational impact and contribute to sustainable development outcomes.

Requirements:

Bachelor’s degree or international equivalent in a relevant field such as public health, international development, research, technology, economics, business administration, or a related discipline.

At least 15 years of relevant experience , or 12 years with a master’s degree, 9 years with a PhD, or an equivalent combination of education and experience.

Minimum 8 years of leadership and people-management experience , including responsibility for experienced technical professionals.

Proven experience leading complex strategic programs or portfolios at national or international scale, preferably within global health, international development, or NGO environments.

Extensive expertise in strategic information, monitoring, evaluation and learning, surveillance, data analytics, and performance measurement within complex public health or development programs.

Strong command of quantitative and qualitative methodologies, data visualization, analytics, and digital information systems.

Hands-on familiarity with platforms and tools such as DHIS2, Power BI, Tableau , and related data-management technologies.

Strong understanding of global health and development programming, particularly health security, infectious diseases, maternal and child health, and health systems strengthening.

Demonstrated ability to establish technical standards, resolve complex methodological issues, and translate data into actionable program and organizational decisions.

Strong strategic planning, risk management, project management, stakeholder engagement, and organizational leadership capabilities.

Experience managing financial and human resources within complex, geographically distributed programs.

Demonstrated ability to influence senior stakeholders and collaborate effectively across functions, projects, countries, donors, and implementing partners.

Excellent analytical, written, and verbal communication skills in English.

Proven ability to lead innovation, identify emerging opportunities, and develop practical solutions to complex SI/MEL challenges.

Strong commitment to evidence-based decision-making, knowledge sharing, learning, and continuous improvement.

Preferred: Master’s degree in a related discipline.

Preferred: PMP certification or another recognized project management, research management, or organizational leadership certification.

Ability and willingness to travel approximately 25% , primarily for stakeholder engagement, project oversight, meetings, and portfolio-related events.

Comfortable working remotely while collaborating across geographically distributed teams and using standard productivity and communications technologies.

Benefits:

US-based salary range: $155,000–$180,000 USD annually.

Compensation is determined based on relevant experience, education, skills, geographic location, internal equity, business considerations, and applicable compensation policies.
