Quantity Surveyor

Job Summary

MTAR Technologies Ltd. is looking for an experienced Senior Quantity Surveyor to support infrastructure development, plant expansion, and CAPEX projects across its manufacturing units.

The candidate will be responsible for conducting feasibility studies, preparing detailed BOQs, technical specifications, drawings, and cost estimates for civil and infrastructure works. The role requires strong knowledge of construction materials, brands, prevailing market rates, and contractor pricing to ensure standardised enquiries, accurate cost estimation, and effective CAPEX cost control.

Key Responsibilities

• Conduct feasibility studies and site assessments for industrial infrastructure and plant expansion requirements.
• Prepare detailed BOQs, quantity take-offs, technical specifications, and item-wise cost estimates for civil and infrastructure CAPEX works.
• Estimate costs for factory buildings, industrial sheds, machine foundations, flooring, internal roads, drainage, structural modifications, and other plant infrastructure.
• Prepare standardised scopes of work, drawings, specifications, BOQs, and tender enquiries for contractors.
• Ensure identical technical requirements and BOQs are shared with all contractors to enable like-for-like quotation comparisons.
• Maintain updated market rates for construction materials, labour, equipment, and related services.
• Possess good knowledge of construction material brands, specifications, quality standards, and cost-effective alternatives.
• Prepare comparative statements and analyse contractor quotations, rate variations, exclusions, and deviations.
• Support Procurement and Projects teams in contractor negotiations and commercial evaluation.
• Verify contractor measurements, running account bills, final bills, and variation claims against approved BOQs and contractual rates.
• Monitor CAPEX budgets, identify cost-saving opportunities, and maintain historical cost databases for future projects.
• Coordinate with Engineering, Manufacturing, Maintenance, Projects, and Procurement teams to support infrastructure ramp-up across multiple manufacturing units.

Desired Candidate Profile

• 10+ years of relevant experience in Quantity Surveying, industrial civil works, CAPEX estimation, or infrastructure projects.
• Civil Engineering degree or diploma from a recognised institution.
• Experience in manufacturing plants, industrial infrastructure, factory expansion, greenfield/brownfield projects, or EPC organisations preferred.
• Proven expertise in BOQ preparation, detailed cost estimation, rate analysis, and tender documentation.
• Strong knowledge of current construction material rates, brands, vendor pricing, and market trends.
• Experience in contractor quotation analysis, commercial negotiations, bill verification, and cost control.
• Proficiency in MS Excel and civil drawing interpretation; AutoCAD knowledge preferred.
• Ability to work independently and support infrastructure projects across multiple locations.
