About this role
Role & responsibilities
Job Summary
We are the developer and owner of a prestigious 5-Star Hotel Development in Accra, Ghana, executing the project directly through labour contractors and directly procured materials. We are looking for an experienced site-based Quantity Surveyor to act as our in-house commercial authority on the project.
This is a hands-on site role, not an office or consultancy position. You will be stationed at the project site and will be responsible for measuring executed works, checking and certifying labour contractor bills, reconciling free-issued materials, controlling wastage and protecting the development budget. You will report directly to management and your certification will be the basis on which payments are released.
Key Responsibilities
Site Measurement & Certification
- Carry out physical measurement of executed works at site on a continuous basis and maintain up-to-date measurement books and records.
- Conduct joint measurement with labour contractors and resolve measurement disputes on site.
- Check, verify and certify labour contractor RA bills against work actually executed and physically verified this role certifies on behalf of the owner.
- Apply deductions for incomplete, rejected, defective or rectified work, and for material recoveries and advances.
- Verify daywork sheets, labour deployment records, attendance, plant and equipment logs and hire charges.
- Prepare rate analysis for extra, non-tendered and additional items, and negotiate rates with labour contractors.
- Prepare as-built measurements and settle final accounts with each labour contractor at package completion.
Free-Issue Material & Wastage Control
- Reconcile free-issued materials cement, steel, blockwork, tiles, sanitaryware, finishes and other owner-supplied items — against theoretical consumption based on executed quantities.
- Recover the cost of excess consumption and wastage from labour contractor bills in line with agreed norms.
- Coordinate with the site store on material issue records, receipts, returns and physical stock verification.
- Prepare quantity take-offs from GFC / construction drawings to support material procurement, indents and delivery scheduling.
- Track executed quantities against budgeted quantities and flag overruns to management as they emerge.
Budget & Commercial Control
- Monitor project cost against the approved development budget, including committed cost, actual spend and cost to complete.
- Prepare periodic cost reports, quantity statements and cash flow requirements for management decision-making.
- Evaluate quotations from labour contractors, material suppliers and specialist vendors, and make award recommendations.
- Assess and settle labour contractor claims for additional work, idling and site hindrances, protecting the owner's commercial position.
- Quantify the cost impact of design changes, drawing revisions and site instructions promptly, and advise management before work proceeds.
Preferred candidate profile
- Bachelor's degree / Diploma in Quantity Surveying, Civil Engineering, Construction Management or a related field.
- 4–9 years of relevant experience as a site-based Quantity Surveyor on building construction projects.
- Proven hands-on site measurement and bill certification experience — this role is not suited to candidates with only office, consultancy or estimating exposure.
- Experience of working with labour contractors and free-issue material systems, including material reconciliation and wastage recovery.
- Experience on hotel, hospitality, high-end residential, commercial or large-scale building projects is highly preferred.
- Strong knowledge of site measurement, BOQ, rate analysis, RA bill checking, deductions and final settlement.
- Ability to read and interpret architectural, structural and MEP drawings and take measurements directly from site.
- Proficiency in MS Excel and AutoCAD; working knowledge of quantity surveying / estimation software is an advantage.
- Sound commercial judgement and the integrity to hold a firm position with contractors on the owner's behalf.
- Willing and physically able to work full-time from an active construction site in tropical conditions.
- Strong analytical, negotiation, communication and coordination skills, with fluency in English.
- Willingness to relocate to and remain based in Accra, Ghana for the duration of the project.
