Job Description - QS & Billing Engineer

Location: Odisha

Position Summary

We are seeking a qualified and detail-oriented QS & Billing Engineer to manage quantity surveying, client billing, subcontractor billing, cost monitoring, and measurement activities for our construction projects in Odisha. The candidate will be responsible for ensuring accurate quantity estimation, timely billing, cost control, and contract compliance throughout the project lifecycle.

Key Responsibilities

Quantity Surveying

• Prepare quantity take-offs from drawings and specifications.
• Verify executed quantities at site and maintain measurement records.
• Monitor material consumption and reconcile quantities with project requirements.
• Assist in preparation of BOQs, rate analysis, and variations.

Client Billing

• Prepare monthly RA (Running Account) bills as per contract terms.
• Maintain billing records and ensure timely submission to clients.
• Coordinate with project teams for measurement certification and bill approvals.
• Follow up for bill certification and payment realization.

Subcontractor Billing

• Verify subcontractor measurements and bills.
• Process subcontractor RA bills and final bills.
• Ensure billing accuracy as per work orders and contract conditions.
• Maintain records of advances, recoveries, and retention amounts.

Cost Control & MIS

• Monitor project costs against budgets.
• Prepare billing, cost, and quantity reconciliation reports.
• Track work progress and revenue recognition.
• Generate weekly and monthly commercial MIS reports.

Contract Management

• Review contract clauses related to quantities, rates, claims, and variations.
• Prepare and maintain records for variations and extra items.
• Support claim preparation and commercial correspondence.

Required Qualifications

• Education: B.Tech/B.E. or Diploma in Civil Engineering.
• Experience: 3-8 years of relevant experience in QS & Billing for building, industrial, infrastructure, or commercial projects.
• Experience in handling client and subcontractor billing independently is preferred.

Required Skills

• Strong knowledge of quantity surveying and construction billing.
• Understanding of BOQ, estimation, rate analysis, and contract management.
• Proficiency in MS Excel, AutoCAD, and billing software.
• Strong analytical and numerical skills.
• Good communication and coordination abilities.
• Knowledge of ERP systems will be an added advantage.
