Role Description

We are seeking an experienced Proposal Manager / Technical Proposal Writer with hands-on experience in U.S. Federal Government contracting.

This role is responsible for identifying opportunities, managing proposal lifecycles, developing compliant responses to RFPs/RFQs/RFIs, coordinating with stakeholders, and ensuring high-quality submissions.

Federal Contracting Experience

• Minimum X years of experience supporting or managing U.S. Federal Government proposals.
• Proven experience responding to Federal RFPs, RFQs, and RFIs.

Proposal Development

• Experience owning proposal responses from opportunity identification through submission.
• Ability to analyze solicitation requirements and convert them into proposal deliverables.

Compliance Management

• Experience creating and managing compliance matrices.
• Strong understanding of proposal compliance and submission requirements.

SAM.gov Expertise

• Experience identifying, tracking, and qualifying opportunities using SAM.gov.
• Ability to evaluate bid/no-bid decisions.

Proposal Management

• Experience coordinating proposal teams, SMEs, reviewers, and leadership.
• Ability to manage multiple proposal deadlines simultaneously.

Federal Procurement Knowledge

• Understanding of Federal acquisition processes.
• Familiarity with FAR and procurement terminology.

Capability Development

• Experience creating:
• Capability Statements
• Corporate Profiles
• Past Performance Narratives

Small Business Contracting

Knowledge of:
