Lead the integrated Facilities and Construction roadmap in alignment with site business objectives, manufacturing ramp requirements, operational priorities and future expansion plans. Translate strategic priorities into clear programs, governance forums, milestones, owners and measurable outcomes.

    2. Multi-Project Portfolio Coordination

Provide streamlined coordination for multiple projects running concurrently. Maintain a coordinated master view of achievements, resource needs, interfaces, constraints, and dependencies. Resolve conflicts across projects and ensure that individual teams work toward common site-level outcomes.

    3. Construction and Expansion Delivery

Lead the delivery of greenfield, brownfield and expansion programs from planning and development through procurement, construction, commissioning, handover and closeout. Ensure effective project controls for Phase 1A completion, Phase 1B/1C, PWF, Building 2, power infrastructure and other approved expansion scopes.

    4. Facilities Stabilization and Preparedness for Operation

Drive Phase 1 Facilities Operations stabilization through structured planning, system-wise closure, formal handover, mature operations and maintenance practices, reliability improvement, documentation readiness, spares strategy, proficiency development and continuous improvement. Establish clear transition criteria from project mode to sustained operations.

    5. Capital and Operating Budget Ownership

Own Capital Expenditure and Operating Expenditure planning for the Facilities and Construction portfolio. Lead annual and multi-year budgeting, forecasting, prioritization, cash-flow visibility, dedication tracking, variance management and cost optimization. Ensure disciplined financial governance and accountability for approved investments and operating costs.

    6. Handling Risks and Challenges

Establish and maintain a program-wide risk and issue management framework. Ensure timely identification, assessment, ownership, mitigation, addressing of customer and partner concerns, and closure of risks and issues. Maintain leadership visibility on critical exposures related to schedule, cost, safety, quality, utilities, contractors, personnel, supply chain, approvals, and operational readiness.

    7. Cost Management and Value Engineering

Drive value engineering, design-to-cost, benchmarking, constructability reviews, contract strategy optimization and lifecycle cost decisions. Challenge cost growth while protecting safety, compliance, reliability, quality and business continuity requirements.

    8. Governance and Leadership Reporting

Establish governance structures and review cadences across the portfolio. Provide concise and breakthrough-focused updates to senior leadership covering progress, turning point health, budget, forecast, risks, changes, quality, safety, resource constraints and support required.

    9. Collaborator and Interface Management

Act as the primary program contact with senior leadership, Manufacturing, Engineering, Global Facilities, Finance, Procurement, Environmental Health and Safety, Security, Information Technology, consultants, contractors and regulatory authorities. Maintain clear decision rights, contact responsibilities and paths for addressing critical issues.

    10. Organization and Capability Building

Build a high-performing Facilities and Construction organization through workforce planning, role clarity, delegation, succession development, mentoring, technical capability building and cross-functional collaboration. Strengthen the next level of leadership required to support simultaneous operations and expansion.

    11. Digital Program Controls and Data Governance

Promote consistent use of digital, AI-enabled, and AI-assisted controls for planning, cost, change, risk, manpower, quality, commissioning, and executive reporting. Leverage Artificial Intelligence, advanced analytics, and automation to improve forecasting, risk identification, resource optimization, and decision-making. Establish a reliable single source of truth, clear data ownership, and disciplined reporting practices across projects and operating teams.

    Experience

Typically 9-12 years of progressive experience in construction, facilities, engineering or capital program management, with demonstrated leadership of large, complex and concurrent projects. Experience in greenfield development, operational facilities, utilities, commissioning, cost governance and stakeholder management is strongly preferred.
