We are seeking a dynamic and experienced Assistant Vice President (AVP) in Procurement to join our team in Singapore. The successful candidate will play a pivotal role in driving procurement strategies, optimizing supplier relationships, and ensuring cost‑effective purchasing across the organization. This role also has a strong hands‑on component, supporting both strategic and tail‑spend procurement activities, while ensuring robust governance, documentation, and contract quality. Key Responsibilities Strategic & Operational Procurement Lead and manage the procurement team to deliver best‑in‑class sourcing and procurement solutions. Develop, implement, and monitor procurement strategies, policies, and procedures to ensure alignment with organizational objectives. Drive cost savings initiatives and value creation through effective negotiation and supplier management. Oversee end‑to‑end procurement processes, including sourcing, tendering, contract negotiation, execution, and supplier performance management. Analyze market trends and identify opportunities for continuous improvement and innovation in procurement practices.
PRF & Tail Spend Support Provide active support for PRF (Purchase Request Form) and tail‑spend procurement , ensuring timely, compliant, and commercially sound outcomes. Apply pragmatic procurement controls to tail‑spend while maintaining governance, transparency, and audit readiness. Identify opportunities to streamline or rationalize recurring tail‑spend through frameworks, panels, or standard agreements.
Deal Governance & Procurement Charter For each engagement or deal supported, develop and formalise a Procurement Charter summarising: scope of engagement commercial structure and pricing sourcing approach and rationale key risks, mitigations, and dependencies approvals and governance checkpoints
Ensure Procurement Charters provide clear, concise documentation suitable for management review, audit, and risk oversight.
Contract Review & Drafting Demonstrate strong competency in contract review, negotiation, and drafting , including: identification of commercial, legal, and operational risks alignment with internal procurement and risk policies coordination with Legal, Risk, and Compliance as required
Ensure contracts are clear, enforceable, and appropriately structured to protect the organisation’s interests.
Stakeholder & Governance Management Build and maintain strong relationships with internal stakeholders and external suppliers. Act as a trusted advisor to the business on procurement strategy, deal structuring, and risk considerations. Ensure compliance with company policies, legal requirements, and relevant regulatory or industry standards. Prepare and present procurement reports, analyses, and recommendations to senior management.
People & Capability Development Mentor and develop procurement staff, fostering a culture of high performance, accountability, and continuous improvement. Promote best practices in procurement governance, documentation, and commercial discipline.
Requirements Bachelor’s degree in Supply Chain Management, Business Administration, or a related field. Master’s degree or professional certification (e.g. CIPS, CPM) is an advantage. Minimum 8 years of relevant procurement experience Proven experience in: strategic sourcing and tail‑spend management contract review, negotiation, and drafting procurement governance and documentation (e.g. deal summaries, charters, approvals)
Strong analytical, problem‑solving, and decision‑making skills. Excellent communication, interpersonal, and stakeholder management abilities. High level of integrity, professionalism, and attention to detail. Experience in the Singapore market and knowledge of regional procurement regulations is preferred.
