PURPOSE OF THE JOB:

To ensure the safe, reliable, efficient, and cost-effective operation and maintenance of the Special Economic Zone (SEZ) infrastructure, utilities, common facilities, and services, while managing the O&M function as a sustainable revenue generating business.

Responsible for ensuring high service availability and customer satisfaction for SEZ investors and Customers, maintaining statutory and HSE compliance, optimizing operating costs, managing service providers, and developing O&M revenues through effective commercial management of utilities and facility services.

KEY RESPONSIBILITIES:

1. SEZ Operations, Maintenance & Infra Management :

• Manage day-to-day operations of the SEZ infrastructure, utilities, common areas, and facilities.
• Ensure uninterrupted availability of critical utilities and services to SEZ customers.
• Oversee operation and maintenance of:
• Transformers, DG sets and backup power systems
• Electrical distribution systems, substations and Metering system.
• Water distribution systems including metering management
• Sewage and wastewater treatment plants
• Stormwater and drainage systems
• Roads, street lighting and external infrastructure
• Fire-fighting and fire protection systems
• HVAC and building services, where applicable
• Security systems, access control and CCTV
• Solid waste management systems
• Landscaping and common-area facilities
• Other utilities & infrastructure within the SEZ

2. O&M Business & Revenue Management:

• Manage O&M as a commercial and revenue-generating business vertical.
• Develop annual O&M budgets, revenue targets and operating plans in line with central O&M coordination and origin management guidelines.
• Prepare and manage utility billing and other applicable O&M revenues.
• Ensure accurate meter reading, consumption tracking, invoicing and collection.
• Monitor revenue realization, outstanding receivables and collection efficiency.
• Identify new revenue opportunities from SEZ infrastructure and facility services.
• Ensure O&M activities achieve agreed EBITDA/profitability and cost-efficiency targets.

3. Utility Management & Optimization

• Monitor and optimize consumption of electricity, water, Wastewater, fuel and other utilities.
• Establish utility consumption benchmarks for the SEZ.
• Identify opportunities for energy and water conservation.
• Monitor power quality, demand, peak-load requirements and system efficiency.
• Develop initiatives to reduce operating costs without compromising service quality.
• Coordinate with utility suppliers and government agencies where required.
• Prepare monthly energy reports (import vs consumption, losses, billing data)
• Ensure accurate metering and customer invoicing

4. Preventive & Corrective Maintenance:

• Develop and implement comprehensive preventive and predictive maintenance plans with assets classification.
• Ensure timely execution of preventive maintenance schedules.
• Minimize equipment downtime and unplanned shutdowns.
• Establish maintenance standards, checklists, SOPs and inspection schedules.
• Analyze recurring equipment failures and implement corrective actions.
• Maintain adequate critical spare parts and consumables.
• Ensure proper maintenance records, equipment history and asset registers.
• Ensure compliance with SEZ standards, HSE standard and regulatory requirements.
• Encourage for in house maintenance to optimize OPEX.

5. Customer Relationship Management:

• O&M services to be delivered by keeping customer centricity at topmost priority.
• Act as the primary O&M interface for SEZ customers and occupants.
• Ensure timely response to customer complaints, service requests and operational issues.
• Establish a structured complaint-management and ticketing system.
• Monitor service-level agreements (SLAs) and key performance indicators (KPIs).
• Conduct regular meetings with major tenants to understand operational requirements.
• Maintain high standards of customer satisfaction and service reliability.
• Coordinate planned shutdowns and maintenance activities with customer to minimize business disruption.

6. Vendor & Contractor Management:

• Manage O&M contractors, service providers and specialist agencies.
• Prepare scopes of work, technical specifications, Raise PR and follow ARISE procurement policy.
• Evaluate contractor performance against agreed KPIs and SLAs.
• Ensure contractors comply with safety, quality and operational requirements.
• Review contractor invoices against actual performance and agreed contractual terms.
• Negotiate service contracts and identify opportunities for cost optimization.

SKILLS & COMPETENCIES:

• Strong knowledge of industrial utility systems and infrastructure.
• Strong understanding of electricity distribution, water and wastewater systems, MEP system.
• Knowledge of facility and asset management.
• Understanding of preventive and predictive maintenance systems.
• Strong financial and commercial understanding of O&M operations.
• Contract and vendor management skills.
• Knowledge of HSE and environmental compliance.
• Strong analytical and problem-solving abilities.
• Ability to develop SOPs, maintenance plans and operational standards.
• Good understanding of KPI/SLA-based service management.

Qualification:

• Bachelors degree in mechanical / electrical / civil engineering from reputed institution.
• A postgraduate qualification in Engineering Management, Business Administration or Facility Management will be an advantage.
• Relevant professional certifications in facility management, energy management, HSE or project management will be preferred.

Experience:

• 8–12 years of relevant experience in operations and maintenance, facility management, industrial infrastructure, utilities, industrial parks, SEZs or similar large-scale facilities.
• Experience in managing multi-utility infrastructure and large facilities is preferred.
• Experience in managing O&M revenue-generating operations is highly desirable.
• Experience in Africa/DRC or an international industrial environment will be an added advantage.
• Proven experience in managing multidisciplinary teams and multiple contractors.
