Role & responsibilities

• Lead the implementation of Odisha's FinTech strategy and provide overall strategic direction for the State's FinTech initiatives.
• Develop and execute programmes to strengthen the FinTech ecosystem by supporting startups, financial institutions, incubators, accelerators, investors, and technology providers.
• Build strategic partnerships with industry associations, academic institutions, and global FinTech organisations.
• Facilitate investments and business development opportunities to attract FinTech companies and emerging financial technology enterprises to Odisha.
• Promote innovation through FinTech challenges, accelerator programmes, knowledge-sharing initiatives, and industry engagement activities.
• Coordinate with government departments to identify opportunities for adoption of digital financial solutions and emerging technologies in public service delivery.
• Represent the Government of Odisha at national and international forums, conferences, and industry engagements relating to FinTech and digital finance.
• Develop policy recommendations, strategic reports, presentations, and briefing notes for senior government leadership on matters relating to FinTech and financial innovation.
• Monitor programme implementation, partnerships, and ecosystem outcomes through defined performance indicators and periodic reviews.

Lead and mentor the FinTech team, ensuring effective programme execution, stakeholder coordination, and delivery of strategic objectives.

Preferred candidate profile

Essential

• Bachelor's degree in Finance, Economics, Business Administration, Computer Science, Information Technology, Engineering, Public Policy, or a related discipline.

Preferred

• Master's degree in Business Administration (MBA), Finance, Economics, Public Policy, Technology Management, or a related field.
• Professional certifications in financial services, digital payments, innovation management, or FinTech will be an added advantage.

Desirable Skills & Experience

• 6+ years of professional experience in FinTech, digital finance, banking, financial services, consulting, technology, innovation, or ecosystem development.
• Experience working with financial institutions, startups, technology companies, government agencies, regulators, or industry associations.
• Good understanding of the FinTech ecosystem, including digital payments, embedded finance, lending technologies, wealth management, InsurTech, RegTech, blockchain, and emerging financial technologies.
• Demonstrated experience in programme management, stakeholder engagement, business development, or strategic partnerships.
• Familiarity with public policy, government programmes, or digital transformation initiatives will be preferred.
• Strong communication, stakeholder management, and relationship-building skills with the ability to engage senior government officials, industry leaders, investors, and startup founders.
• Strong analytical, problem-solving, and strategic thinking capabilities, with the ability to drive cross-sector collaboration and ecosystem growth.
• Excellent written and presentation skills, including experience preparing strategic notes, policy briefs, and executive presentations.
