Educational Qualification:

B. Com / M.Com. And should be a Chartered Accountant (C.A.) (ICAI) or equivalent, recognized by or under the regulations of the relevant regulatory body, obtained upon successful completion of studies (excluding studies in distance education mode) as a regularly enrolled student; in respect of degrees awarded abroad, the candidate should submit relevant details establishing equivalence with the above qualification, and the decision of the Selection Committee regarding the acceptability of such qualification as equivalent shall be final.

Experience:

• Minimum 8+ years of experience post Chartered Accountant or equivalent in the accounting field.
• Should have worked in a Government Department/PSU/Society, etc. in a project/department funded by central or state government for a minimum of 5 years.
• Should be well-versed with all applicable tax-related laws.
• Supervising and executing preliminary audits of projects and other bills.
• Supervising all the entries for bookkeeping.
• Preparation of different files and letters for finance/account-related matters.
• Provide and prepare all the data and details for internal audit and statutory audit.
• Supervise preparation and provide data and replies to CAG audits.
• Supervise statutory and internal audits.
• Supervise preparation of returns for TDS, Income Tax, GST, etc.
• Should have good written and verbal communication skills.
• Ensure compliance with various laws and statutes.
• Any other finance or account-related work allocated by the competent authority.
• Desirable:
• Leadership and teamwork: experience of successfully building and leading a team.
• Analytical and conceptual ability: demonstrated ability in analyzing financial data, defining key performance indicators (KPIs), and the strategy for achieving them.
• Programmatic ability: demonstrated ability in translating KPIs and the strategy for achieving them into actionable plans, executing them, and monitoring their implementation against the KPIs.
• Communication skills: proficient in both written and oral communication in English and Hindi.

Key Skills

• 8+ years of experience in the accounting field.
• 5+ years of experience in the Government Accounting Process.
• Should have experience in Government accounting and auditing.
• Time management skills.
• Analytical skills.

Responsibility Summary:

Chhattisgarh Infotech Promotion Society (CHiPS), Government of Chhattisgarh invites applications from enterprising and aspiring candidates for the position of Manager - Finance and Accounts under CG AI Mission Project. Chhattisgarh Infotech Promotion Society is executing many state IT-related, software-related, fiber infrastructure, and specialized projects in Chhattisgarh. The Chhattisgarh Government is deeply aligned with the National vision of a Digital India and eager to make Chhattisgarh one of the first states to embrace and deliver this vision to the people of Chhattisgarh. For these projects and day-to-day accounting-related activities, CHiPS intends to hire a Manager- Finance and Accounts. The Manager - Finance and Accounts position shall thus have to consider the required output and include all further incidental activities that may be necessary for efficient and successful implementation and for achieving the ultimate purpose of the assignment.

The scope of work to be undertaken by the Manager - Finance and Accounts is given hereinafter and is merely illustrative and not exhaustive. The proposed engagement will primarily consist of the following:

• Govt. Accounting and bookkeeping process compliance
• Compliance with different applicable laws like Income Tax, GST, etc.
• Supervising all payment processes
• Preparation of various financial data required by different Government agencies and departments.
