Role: Lead - GIS developer

Location : NOCAS (New Delhi on site AAI office)

Job Responsibilities:

1. 8+ Years in ESRI suite of software, including ArcGIS Pro, Web App Builder Developer and custom widgets development.
2. Technical Leadership & Software Architecture
• System Architecture: Lead the design, end-to-end development, and scaling of internal 3D geospatial platforms used for pre-acquisition land feasibility and automated airspace penetration checks.
• Esri Integration & Customization: Architect custom tools using the Esri ArcGIS platform (ArcGIS Pro, Enterprise, Server), building enterprise extensions that mimic AAI backend calculations.
• Automation Frameworks: Design and optimize automated Python (ArcPy, ArcGIS API for Python) and SQL data pipelines to convert massive datasets from CAD formats into high-precision, web-ready GIS formats.
• Team Mentorship: Lead, mentor, and perform code reviews for a team of junior and mid-level GIS developers, backend engineers, and data analysts.
3. NOCAS Compliance & Aviation Engineering
• OLS & CNS Spatial Modeling: Programmatically model 3D airspace domains based on Ministry of Civil Aviation G.S.R. 751(E) rules and ICAO criteria (Transitional, Approach, Inner Horizontal, and Conical surfaces).
• Algorithmic Optimization: Develop spatial algorithms to precisely calculate the "nearest point to the runway" and handle geodetic datum transformations to ensure WGS-84 coordinates are accurate to 1/10th of a second.
• Shielding Defensibility Mapping: Architect complex analytical tools that identify legally approved high-rise clusters near client sites to automatically generate data packages for the AAI Appellate Committee.
4. Business Analysis & Stakeholder Management
• Cross-Functional Liaison: Translate complex architectural blueprints and civil engineering requirements into rigid geospatial database models.
• C-Suite & Client Advisory: Serve as the technical expert presenting high-stakes risk matrices directly to investors, showing airspace penetrations
• Process Engineering: Analyze "As-Is" architectural parameters and construct the "To-Be" spatial pipeline required to maximize building heights safely beneath airport ceilings.

Skills & Experience Description:

1. Mandatory Technical Stack (Esri Ecosystem)

• Expert-level ArcGIS Pro & Enterprise: Deep experience configuring, administering, and extending ArcGIS Server, Portal for ArcGIS, and ArcSDE data models.
• Spatial Analyst Extensions: Deep expertise in generating 3D multipatch objects, digital elevation models (DEMs), and intersecting complex spatial geometries.
• Programming & Scripting: Strong proficiency in Python (ArcPy, ArcGIS API), JavaScript/TypeScript (ArcGIS Maps SDK), Arcade for custom popup logic, and advanced SQL for relational database querying (SQL Server / Oracle).
• Interoperability: Proven mastery of the Esri Data Interoperability Extension for automated CAD (.dwg/.dxf) to GIS transformations.

2. Domain Expertise

• Thorough operating knowledge of the AAI NOCAS II lifecycle, workflow stages, and portal limitations.
• Deep comprehension of DGCA CAR Section 4 standards, aerodrome safeguarding principles, and Communication, Navigation, Surveillance (CNS) equipment restrictions.

3. Core Leadership & Professional Skills

• Minimum 5+ years of experience leading technical squads or development teams in onsite location for System Maintenance & Operations.
• Outstanding consultative skills with a track record of driving Joint Application Design (JAD) sessions with cross-functional technical teams (architects, surveyors, lawyers).
