About this role
The Civil Head Safety Officer is responsible for establishing a zero-harm safety culture across all civil engineering and construction project locations. You will oversee the creation of site-specific safety policies, manage a team of safety professionals, ensure structural and operational compliance with international and local regulations (such as OSHA, ISO 45001, or regional mandates), and minimize on-site hazards unique to civil works (e.g., deep excavations, heavy machinery, and working at heights).
Key Responsibilities1. Strategic Leadership & Policy Management
- Establish comprehensive HSE plans tailored specifically to heavy civil engineering projects (tunnels, roads, high-rise foundations, bridges).
- Lead and mentor a site team of junior safety officers, safety supervisors, and inspectors.
- Design and transition manual processes into modernized digital safety management systems to boost data collection and tracking.
2. Risk Mitigation & Operations
- Conduct structural risk assessments and comprehensive Job Hazard Analyses (JHA) before heavy operations begin.
- Oversee strict permit-to-work (PTW) systems for high-risk operations including confined space entry, deep excavation, heavy lifting, and scaffolding erection.
- Enforce zero-tolerance compliance for Personal Protective Equipment (PPE) standards.
3. Compliance, Auditing & Incident Management
- Lead independent, high-level safety audits matching standards such as ISO 9001, 14001, and ISO 45001.
- Investigate critical incidents or near-misses using comprehensive root-cause analysis techniques and immediately implement systemic corrective actions.
- Serve as the primary liaison for external regulatory bodies, government inspectors, and corporate leadership.
4. Culture & Training
- Standardize site-level safety inductions and continuous education initiatives for everyone from senior engineers to manual laborers.
- Organize routine emergency drills (fire, cave-ins, structural failures) to optimize response preparedness.
- Required Skills & Qualifications
- Education: Bachelors degree in Civil Engineering, Structural Engineering, or Occupational Health & Safety.
- Certifications: Advanced safety credentials such as NEBOSH International Diploma, Certified Safety Professional (CSP), or IOSH membership.
- Experience: Minimum 8–10+ years of progressive experience in construction safety, with at least 3 years in a head, lead, or managerial position on major civil projects.
- Expert Knowledge: Thorough understanding of structural load limits, excavation shoring protocols, scaffolding safety, and heavy machinery hazards.
- Technical Savvy: Proficiency in digital inspection tracking platforms, incident reporting databases, and hazard monitoring tools.
- Soft Skills: High emotional intelligence, strong conflict-management abilities, and assertive crisis-leadership characteristics.
