About this role
Lead the governance of operational expenditure, partner contracts, commercials, and business analytics for the Transport Optical Fiber Network.
The role is responsible for driving cost optimization, contract compliances, partner performance management, Opex governance, and data-analytics & functional dashboarding

Key Responsibilities
- Opex Strategy & Financial Governance
- Own annual Opex planning and budget management for Transport OSP operations
- Drive WoW / cost optimization initiatives across : Manpower, Vehicle Operations, Outsourced maintenance, Material Management, ISP operations, Safety ordering, Expense management, Other cost models
- Monitor budget utilization and financial performance against approved targets
- Monthly cost reporting to finance, reason out functional interests
- Closely working with Finance for cost reporting and monthly Opex reviews with Network leadership
- Track cost-per-route-km and operational productivity metrics i.e. per site / per km resources dimensioning
- Strengthen controls build-up to minimize cost leakage and commercial risks through validation KPI high / lows in performance & cost
- New resource (manpower / vehicle) deployment approvals, replacement approvals, contract extensions
- Partner Contract Governance:
- Manage end-to-end lifecycle of OSP and Transport network contracts - Operations Partners, Vehicle Partners, Manpower partners, Sourcing partners (material/tools/support processes)
- Work closely with SCM function and understanding of SCM workways
- Define and govern scope of works, propose changes, for periodic contract renewals
- New Partner onboarding / Exit management
- Ensure periodic partner performance reviews - compliances with contractual obligations
- Partner monthly reward and penalty closures and close
- Partner billing reconciliation and monthly invoice validation
- Work closely with Finance - Budget approvals (NFA / PR / PO to partners), business case justification/approvals
- Functional Data Analytics & Dashboard Governance
- Strong Presentational, analytical skills and support to other operations verticals
- Manage a team of analytics, devise new dashboards / frameworks
- Drive data-driven operational and financial decision making
- Reports governance & innovation, Critical functional performance releases - Network Olympics, Circle KPIs, Others
- Manpower compliance validation from COC perspective through data dedupe for finding Moonlighting, other conflict of interests
- Digitization:
- Drive / Support of existing tools used for Operations directly related to Opex management - Patrolling / Route activity, Attendance, Expense management, Marketplace-Safety, Partner grievance, Engineer activity polygon, Trip Management, i360 Tools Issuance & RnR process
- Support field users on their day to day queries
- New developments and refinement in existing ones
