Data Analyst

• Advanced SQL, Excel, and Python or R (pandas, NumPy, visualisation libraries)
• BI tools: Power BI, Tableau, Apache Superset or Metabase
• Strong grounding in statistics, data modelling and ETL concepts
• Ability to translate data into clear narratives for non-technical leadership
• Good written and verbal communication in Hindi and English

• Experience with GIS/geospatial tools (QGIS) and open-source analytics stacks
• Exposure to NLP for grievance categorisation and to big data tools (Spark, Airflow)
• Prior work with e-Governance MIS or CM/PM-level monitoring dashboards

• B.E./B.Tech/MCA/M.Sc. (Statistics, Mathematics, Computer Science, Data Science) or equivalent; MBA (Analytics) is a plus

• Collect, clean, validate and integrate data from departmental applications, APIs, RajDhara/State Data Centre sources, and flat files
• Design and maintain dashboards and MIS reports on service delivery timelines, pendency, grievance redressal, SLA compliance and department performance
• Define KPIs and performance indices, and run trend, root-cause, geospatial and comparative district/department analyses
• Identify bottlenecks, anomalies and service gaps, and present actionable recommendations to senior officials
• Prepare periodic briefing notes, presentations and ad-hoc analyses for review meetings
• Enforce data quality and governance standards, and document data dictionaries and metrics definitions
• Apply statistical and predictive techniques (forecasting, clustering, sentiment/text analysis on grievances) where relevant
• Ensure adherence to the DPDP Act 2023, Rajasthan data-sharing policies and information security norms
