    Key Responsibilities

    1. Strategic Sourcing & Contract Lifecycle Management

    • Oversee various contract processes, including floating of enquiries, preparation of comparative statements, techno-commercial negotiations, and finalization of optimal terms.
    • Finalize contractors based on competitive rates, quality standards, execution track record, and specific site preferences. Ensure the most appropriate contractual terms and conditions are locked in.
    • Evaluate high-value tenders, review major work orders, and provide necessary executive approvals.
    • Formulate robust terms and conditions (including special conditions) for all complex contracts.

    2. Tender Management & Estimation

    • Conduct pre-bid meetings alongside senior leadership to explain the scope of work to bidders and ensure submission of compliant documents for major works.
    • Ensure meticulous preparation of tender documents, Bill of Quantities (BOQ), estimates, and rate analyses.
    • Peruse and supervise BOQs prepared by team members, keeping a close eye on market material availability and competitor pricing to perform accurate cost-benefit analyses.

    3. Contract Administration, Laws & Compliance

    • Monitor contract requisitions originating from sites and allocate work efficiently to team members for thorough analysis.
    • Verify and analyse contracts and purchase orders prepared by team members, ensuring purchase requisitions on SAP are rigorously vetted and approved.
    • Ensure strict adherence to defined procedures for processing various bills received from site contractors and vendors.
    • Ensure absolute compliance with contract law, legal interpretations, and internal Standard Operating Procedures (SOPs).

    4. Vendor Performance & Dispute Resolution

    • Attend site meetings regularly to review ongoing work progress, evaluate contractor performance, and settle extra claims and project issues proactively.
    • Continuously conduct discussions to provide constructive feedback to contractors and execute periodic techno-commercial audits in coordination with execution departments. Put corrective action plans in place for smooth operations.
    • Identify and develop new reliable vendors while monitoring existing vendor performance to trigger corrective measures when necessary.
    • Evaluate and integrate new construction technologies and market practices into ongoing contract frameworks.

    5. Team Leadership & Governance

    • Provide direct support, mentorship, and coaching to team members to drive high performance, precision, and adherence to timelines.
    • Formulate and update Standard Operating Procedures (SOPs) and contract documentation standards across the department.
    • Evaluate and resolve complex commercial and contractual issues independently or in coordination with senior leadership.

    Required Skill

    • Experience: 4 to 15 years of solid hands-on experience in contracts management, quantity surveying, and commercial negotiations within the real estate, construction, or infrastructure sector
    • Technical & Commercial Acumen: Sound grasp of technical specifications, market rates, cost-benefit analysis, and rate analysis.
    • Tender Management: Proven expertise in handling end-to-end tender lifecycles, float-to-award processes, and complex evaluations.

    • Negotiation & Communication: Exceptional negotiation skills with a track record of closing high-stakes commercial deals successfully.
