    Employment Type: Full-time

Experience Required: Consultant: 2–6 Years | Senior Consultant: 6–10 Years

    Role Overview

The Consultant / Senior Consultant – Government Advisory drives research, policy analysis and document development across the firm's government advisory engagements. The role delivers proposals, DPRs, policy papers, concept notes and decision-support presentations, and works closely with government departments, public institutions and internal teams.

Consultants independently deliver defined workstreams, coordinate with stakeholders, and guide Analysts on day-to-day deliverables. Senior Consultants own key deliverables from start to finish, shape the analytical approach, review the work of Consultants and Analysts, lead proposals and business development, and act as a credible point of contact for senior government officials.

The role exists to drive evidence-based policy formulation and government decision-making through rigorous research, analytical insight, benchmarking and high-quality advisory outputs.

    Key Responsibilities

    • Policy research & analysis: Carry out research on sectors, policies, schemes, tenders and emerging trends. Conduct comparative policy analysis, national and international benchmarking, and best-practice studies to support government reforms and strategic initiatives.
    • Insights & recommendations: Analyse qualitative and quantitative data from multiple sources, synthesise key findings, and develop actionable policy recommendations, reform options and implementation roadmaps.
    • Advisory documents: Prepare and review policy papers, concept notes, briefing notes, Cabinet/approval notes, reports and executive summaries with clarity and accuracy.
    • Proposals & bids: Prepare proposals, EOIs and RFP responses, including solution design, technical approach and methodology, work plans, compliance and coordination of inputs from domain experts.
    • DPRs & project documentation: Prepare detailed project reports, feasibility studies, financial and institutional frameworks, and project documentation.
    • Presentations: Develop structured, decision-oriented presentations and briefing decks for government officials and internal reviews.
    • Stakeholder engagement: Coordinate with government departments and institutional stakeholders for data, inputs and meetings. Lead or support consultations, workshops and review meetings, and present findings to senior officials.
    • Business development: Track tenders, EOIs and policy developments, assess their relevance, support bid/no-bid decisions, and contribute to account growth and new engagement pipelines.
    • Team guidance & review: Guide and review the work of junior team members, and build team capability in research, writing and analysis.
    • Knowledge & thought leadership: Contribute to sector briefs, intelligence notes, credentials, proposal repositories and knowledge products.
    • Engagement management: Plan workstreams, track timelines and deliverables, and ensure timely, high-quality outputs across concurrent assignments.
    • Additional responsibilities: Undertake other tasks as assigned, in line with organisational priorities.

    Level-Specific Expectations

    - Consultant (2–6 years): Independently delivers assigned workstreams and document sections with minimal supervision. Drives proposal and DPR preparation, coordinates with stakeholders, and guides Analysts.

    - Senior Consultant (6–10 years): Owns engagement deliverables end to end and leads proposal solutioning. Engages directly with senior government officials, drives business development, and mentors and reviews Consultants and Analysts.

    Skills & Competencies

    - Research & analytical thinking: Can frame policy problems, structure the analysis and synthesise evidence into clear insights and recommendations.

    - Policy & sector understanding: Strong grasp of government functioning, public policy processes, schemes and institutional frameworks. Senior Consultants should bring depth in one or more sectors.

    - Drafting & writing: Strong ability to draft clear, structured policy documents, reports, DPRs and Cabinet notes.

    - Proposal & solutioning: Hands-on experience preparing proposals, EOIs and RFP responses. Senior Consultants should have a record of leading winning bids.

    - Presentation & communication: Can build compelling presentations and communicate confidently with government officials.

    - Stakeholder & team management: Can work effectively with government stakeholders and cross-functional teams, and guide junior team members.

All of the above should be underpinned by ownership, sound judgement, adaptability and professional conduct.

    Qualifications & Experience

    - Education: Bachelor's degree in Management, Economics, Commerce, Public Policy, Engineering, Political Science, Development Studies, Law, Liberal Arts, or a related discipline.

    - Preferred: Master's / MBA / PGDM in Management, Public Policy, Economics, Development Studies, or a related field. This is required for Senior Consultants.

    - Experience (Consultant): 2–6 years in research, proposal development, consulting, policy advisory or development sector roles, with hands-on experience in proposals, DPRs or policy documents.

    - Experience (Senior Consultant): 6–10 years in government advisory, consulting, policy research or development sector roles, with a track record of leading proposals, DPRs and policy deliverables.

    - For both levels, experience working with state or central government departments, PSUs or development institutions, or in PMU roles and government project implementation, will be strongly preferred.

    Tools & Technical Proficiency

    - Mandatory: MS Word (Advanced), PowerPoint (Advanced), Excel (Advanced), Google Workspace, and AI productivity / documentation tools.

    - Desired: Power BI / Tableau, Notion / ClickUp / Asana, online research databases, and workflow-automation tools.
